Overall Objective
The overall objective of the project is to strengthen and enhance medical emergency preparedness and response capabilities in the SEEE region partner countries to ensure minimization of health consequences and human losses following the CBRN accident and/or emergency.
Purpose
The purpose of the project is to:
- Develop a self-sustainable training system by initiation/establishment/identification of the National and/or Regional Medical Emergency Training Centers, which would be able to provide training programs, 'train the trainers' courses, especially focused on medical response to CBRN accidents and emergencies. With the support of the Organization, the partner countries should obtain national and/or international accreditation for the training centers and/or curricula.
- Establishment of policy, guidelines, and protocols on the medical management (pre-hospital, transportation, hospital, field interagency cooperation, etc.) of different CBRN casualties, based on internationally recognized best practices and standards.
- Training of medical and paramedical personnel in first aid, advanced first aid and hospital emergency medical care for casualties/patients, following CBRN accidents and emergencies.
- Elaboration of a draft list of appropriate equipment for training and response needs including special transportation and decontamination means for emergency medical response teams and hospitals.
- Capacity building of the national/regional training institutions and National Emergency Medical Service providers by purchasing and providing appropriate equipment.
- Conducting practical training and exercises (national, regional) on medical preparedness and response to the CBRN incidents and emergencies for pre-selected first medical response teams and hospital’s emergency departments.
- Foster the establishment of national and regional CBRN medical emergency preparedness and response experts and institutions networking.
- Sharing of good practices of CBRN emergency medical preparedness and response based on relevant EU institution’s experience.
